Manipulate Super Abilities

The psychic character can use this specialized bio-manipulation power to reach into a superpowered opponent's body and negate or even trigger their abilities. Even passive powers, like extraordinary attributes, can be manipulated by this combination of physical and mental attacks; psychic experts theorize that possessing superpowers leaves an inherent mental vulnerability that can be exploited. This ability is becoming more common among psychics as the SPB population increases. This ability doesn't work against psionics (but could work against a psychic mutant), and works at -4 vs powers stemming from mystic sources.

1. Negate Abilities
    Range: 50 ft + 10 ft per level of experience
    Duration: 1D4 melees
    Cost: 25 ISP
    Save: Standard vs Psi
Superpowers can actually be turned off! Victims will be unable to access their powers; passive powers (always in effect) will be unmanageable. Additional SDC won't disappear, but will cause stiffness and/or immobility, as though the character is carrying an extra pound of bodyweight for each point of SDC. Extra attributes will feel like 10 pounds per point. Combat penalties should be assessed at -1 to all rolls for every 10% of the character's maximum carrying weight is applied.
2. Trigger / Control Abilities
    Range: 50 ft + 10 ft per level of experience
    Duration: Instant
    Cost: 10 ISP
    Save: Standard vs Psi;
The psychic can trigger his victim's powers at will; this can be used to fire an opponent's energy expulsion (-5 to strike desired targets), thrust a character with flight powers into the air, or even turn an APS:Liquid character into a puddle! Victims whose powers have already been negated (as above) are at -4 to save vs these attacks.

Mental Static

This ability allows a psychic to emit a disorienting mental static. Victims will find it difficult to focus on combat and skill performance; complex plans requiring precise timing will fall apart.

1. Area Effect
    Range: 100 ft + 15 ft per level of experience
    Duration: 2D4 minutes
    Cost: 20 ISP
    Save: Standard vs Psi
Victims failing to save against this attack suffer -4 to all combat rolls, -20% to skill performance, -4 to attack with psionics or magic, and lose one attack per melee. Effects of this attack are cumulative for multiple failures.
2. Individual Effect
    Range: 50 ft + 10 ft per level of experience
    Duration: 1D4 minutes; Special!
    Cost: 20 ISP
    Save: Standard vs Psi
This more focused attack targets an individual victim; those failing to save suffer -10 on all combat rolls, -50% to skill performance, are -4 to attack with psionics or magic, and lose two attacks per melee. After the effects of this attack expire, the victim must make an immediate save vs psionics; failed rolls result in the reduced penalties of the Area Effect, as above (at no further cost to the psychic).
