Education Tables

This is a table I posted on the Palladium HU Bulletin Boards; It was based on the original, from HU2, as well the revision posted by Kuseru.

Since Palladium loves the random tables, I think the percentages should somewhat match the population cross section. The only way to do that is to make more than one percentile roll. I also don't always like the way they've assigned skills. You'll notice that many skill percentages will be boosted over 100% for higher educated people; I think we need to apply the "greater than 100%" skill methods used in driving. 99-00% rolled always means failure, but skils higher than 100% can apply to modifiers (which should be vicious for problems that only people with doctorates can solve).
